Developing such applications is not a simple matter, as i understand this issue. First of all network dynamic stat would have to be analyzed and then quantified (measured) for a meaningful result. All the states would have to be categorized and then the network would be categorized on the basis of all the states it supports and can operate in. Then applications would have to be categorized. As for their requirements from the underlying transportation technology (ies). Then a mapping would have to be developed between an application 'x' and a network, which could support all the requirements on an application belonging to category 'x'. It is only then that we can come up with a complete model (kind of a traffic engineering and traffic steering), which would enable our applications to sense the states of a network and somehow modify their traffic generation or receiving pattern.
