SuperUser/enable and TACACS+ on CSS11503

Is it possible to configure a CSS11503 running 7.20 to use TACACS+ as primary authentication and have it use local authentication when switching to SuperUser/enable?

The CSS can be configured as a client of a TACACS+ server to provide a method for authentication of users. Here are the config details
