All IOS released July 2018 (and future), including "classic" IOS and IOS-XE, Smart Install is PERMANENTLY DISABLED.  The feature and command "vstack" is no longer available. 

A good example is 3.6.9 or 16.6.4.  

NOTE: 

1. I don't have the resources to go around testing each of the IOS around so I can't provide any definitive list.
2. No, this information is not found in any of the Release Notes (as of October 2018).
