The workaround would be to disabled the arp-nd-cache using the command "no otv suppress-arp-nd" on all otv edge devices and clear the existing arp cache on all the otv sites.
Alternatively, make sure all of the devices devices using the same phantom MAC address for failover are on the same side of an OTV adjacency.
