I have confirmed this issue still occurs on my 3850s with Denali 16.5.6 and Everest 16.6.3. Is there any other work around that does not involve rebooting the switch?

I have been able to get around this problem by entering configuration mode then typing no ip http server
Wait a few seconds then type ip http server
It takes a minute or two for the web interface to reset itself but you should have access to the web gui after this. Although this works it is pretty frustrating as I have to do this nearly every time I want to log in to the web interface.

We have the same issue on a 9300 Stack with Fuji 16.9.1
The workround: (no) no ip http secure-server works for a while
This problem only occurs when the Application Visibility Feature is enabled on the Interfaces
