CSCvq38085 - Posture fails with "Posture failed due to server issues". when Primary PAN is unreachable - 2

I am having the same issue. 

Brand new ISE boxes.  Two boxes with each one running all services (PSN,PAN,MNT) in primary and secondary. 

If Primary box unreachable, authentication will still work, but posture fails with server issues error. 

TAC open but not fixed yet. 

This is bad. Posture should work no matter if PAN is up or down.

Did TAC identify a bug or provide any info?  We saw the same thing recently and haven't gotten an explanation from TAC yet.
