What you are seeing at Bug Toolkit is right behavior, because this bug is tracked for internal purpose only it will not be available at Bug Toolkit.

Can you please let me know

1) How you got the reference for this bug id ?

2) What specific information would help assist you ? IOS XE version that can help resolve the problem ?

Considering you are encountering a router crash, i would recommend talking with an expert at Cisco TAC to better assist on the problem.
