how to attach csco ID with my Cisco ID

I am not able to seems attach my CSCO ID with my Cisco ID.

I tried doing that from partner profile. The browser seems just go in circle. 

Unable to contact cisco cert team as well via phone.

I had a similar issue as well, about a year ago. I had opened a ticket up with this group. It took a couple days for it to get corrected. Try opening a ticket with this group and see if it works :)
