I am planning on upgrading another 4221 Router to bengaluru-17.6.5. The current Ios is 16.09.07. Also, this is from the show platform:

Am I correct in assuming that I will need to perform a “upgrade hw-programmable cpld filename bootflash:isr4200_cpld_update_v2.0.SPA.bin” prior to upgrading the IOS to 17.6.5 ?

To upgrade the IOS to version 17.6.5, it is generally recommended to ensure that the CPLD firmware is up to date.
You can use the "upgrade hw-programmable cpld" command followed by the filename of the CPLD firmware image. In your case, the command would be:
upgrade hw-programmable cpld filename bootflash:isr4200_cpld_update_v2.0.SPA.bin
