I know it is possible to access Home router via web gui from PT PC.  Not sure if you can access other routers (probably not).

Go to Samples of PT that you should have under C:\Program Files\Cisco Packet Tracer 8.0\saves\HomeRouter

or via File > Open Samples > Homerouter

and you should  get PT 8 since 7.3 has some issues (bugs)

there is GUI for Homerouter but not for routers and switches. can i use GNS3 ?

Yes, You can use GNS3 but you must set it up; I did it following Voice book example for setting up CME Lite on 3725 GNS3 router.   At least you must enable http and have http file on router.  Not sure if I can find my lab step by step instructions but you should start with formatting flash of a router before copying any files.
