I am trying to connect to the:

My problem is that I tried to put the address into the web browser:

http://sbx-nxos-mgmt.cisco.com/

I see that the system returned:

Connection refused. The remote host or network may be down.

What is the problem? Can you help me?

Have you tried https://sbx-nxos-mgmt.cisco.com/ other than plain http access?
