Cisco RV016 v2 configuração de Regras (Rules router configuration .... not obey)

Bom dia trabalha em uma empresa que temos dois modelos RV16 1 em São Paulo e outro no Rio de Janeiro, esse equipamento e muito bom, quando estamos usando o básico dele. Só que as coisas vão mudando, ai a coisa pega, vamos lá:

Esse modelo pode colocar ate 7 wan realizando load balance, hoje temos 4 wans sendo que 3 Velox de 10megas e 1 Afinet (link dedicado 4megas).

O Multi-wan esta configurado  IP Group (By Users) e a wan 3 Dispatched by user All Traffic [TCP UDP/1-65535]->192.168.1.18(0.0.0.0-0.0.0.0) 

entendemos que todo o trafico da maquina 192.168.1.18 vai sair pela porta wan 3, só que isso não acontece.

Access Rules é ignorado, um bom exemplo é se bloquear qualquer navegação por qualquer wan,  essa maquina 18 ainda consegui sair e navegar.

This model can put up to 7 performing wan load balance, we now have 4 wans being 3 and 1 Velox of 10megas Afinet (dedicated link 4megas).

The Multi-wan is configured IP Group (By Users) and wan 3 user Dispatched by All Traffic [TCP UDP/1-65535] -> 192.168.1.18 (0.0.0.0-0.0.0.0) understand that all traffic from 192.168.1.18 machine goes out the door wan 3, except that it does not.

Access Rules is ignored, a good example is to block any navigation by any wan, this machine 18 could still go out and surf.

IP Group (By Users)
IP Group (By Users) enables the administrator to define traffic into different priority levels or classes of service (CoS). It can ensure the bandwidth and higher priority for the specific IP or important users, and the IP Group users don’t need to share the bandwidth with lower classification users who are with Intelligent Balancer mode.

If IP Group (By Users) is selected, click the Edit button in Config. column to configure the selected Interface. Users can edit  per WAN port individually. If users set IP Group for the selected WAN port, it will show “Dispatched by Users" in Mode column of selected WAN port. If users did not set IP Group for the selected WAN port, it will show “Dispatched by System".

It does not work the same router mode IP Group (By Users) uses its own rules and skips the administrator-defined.

Any suggestions??

I would try setting an access rule under firewall (Firewall-->Access Rules) to restrict 192.168.1.18's traffic.
