The config should be straght forward, i follow below steps : ( i do not see any tools available, and config migration is simple so you do not need any tool)
1. build the Cat 9300 offline with the latest version and apply the License required.
2. show run from Cisco 3650, copy in to notepad
3. apply basic config on cat 9300 and map the port information from Cat 3650 to Cat 9300 (since interface number changes )
4. if you have any QoS, that need to be converted from old to new.
