You can achieve this multiple ways....
- For users whom you want to prevent from changing settings.....make him member of Users group. These standard user accounts are having limited access usually they are not allowed to modify any settings
- You can restrict users from changing system settings by implementing group policies from Domain Controller/Server
- If you want to prevent users from changing system settings...you can control from local group policy settings...which will effect only on that particular system
