SQL to get Ongoing Requisition

Is there a sql that can be used to get the details of an ongoing requisition ?

I am particularly interested to know the form inputs that user has submitted & the requisition is still Ongoing.

Is there a reason why existing out-of-box functionaltiy or Reporting cannot met your goals?

We have a requirement to do not allow users from a department to submit more than one request if the previous one is already ongoing.
