Active/Standby

If I purchase SSL VPN license on ASA5500. Problem is I must purchase on Active Box and Standby BOX together. Or I can purchase only Active Box

There is no relation amongst the two things. It all depends on your requirements.

If you have an active / standby pair, the units must match exactly including licenses. If this is a VPN only box, it may make more sense to make them part of a VPN cluster. You can have different licensing if need be that way.
