AnyConnect maximum users

Hi

I am a bit confused with the licensing limits for users. So I have for example a Cisco ASA 5515 and I purchase Cisco AnyConnect Plus Term License

L-AC-PLS-5Y-S1

Cisco AnyConnect Plus – 5-Year License 25-99

So here Cisco mentions that the licensed is based on number of "Authorized Users" and that for the above mentioned License the "User Range" is 25 to 99. So following are my questions:

1. How is the maximum number of "Authorized Users" checked? I can distribute the AnyConnect 4.x Client to lets say 150 users. And then lets say 50 of them connect to ASA on monday, next 50 will connect on tuesday and next 50 will connect on wednesday. 

2. If the idea in point 1 above works, then how is the licensing different from counting the "Simultaneous Users"? I can distribute the AnyConnect 4.x Client to any number of users, but all I have to ensure is that not more than 99 users login to VPN at the same time.

2. The enforcement is strictly the "honor system" at this point. the model is designed to allow, say, a given user to connect from multiple devices and only consume a single license.

One user with logons from PC, tablet and smartphone = 1 license consumed.

Hmm thats good as long as people dont abuse the system. 

Btw, a different question:

Does ASAv come with AnyConnect enabled for atleast one user? I mean, if I just buy ASAv without extra VPN licensing, can I use it to implement AnyConnect VPN and connect to it using AnyConnect client? (The background is that I just want to test AnyConnect VPN on ASAv in a test environment. So only one AnyConnect user would suffice)
