ASA dispatch unit is related to traffic processing.
If the traffic volume in your network is towards the higher end of device capacity then you will see the
cpu to be at higher values.
As far as choosing a device is concerned, you should refer the ASA datasheets and find an appropriate device based on overall needs of your network.

But
My ASA 5520 with 60% CPU usage related to dispatch unit has 70 Mbps traffic ( sum of all interfaces)
Max Throughput of ASA 5520 is 450 Mbps . So CPU usage should be 15% not 60%.
Who it comes?
