Works as designed. If you configure your interface as promiscous, then you operate these in "IDS"-mode and the sensor will analyse the traffic but not forward the traffic.
To run two interfaces in a way that traffic flows through the sensor, you have to build interface inline pairs and assign this pair to the virtual sensor.
