I have a classic EZVPN setup with a VPN3020 as the server and about 20 or so 831 clients. My problem is that you can't issue the qos pre-classify command under an EZVPN profile. In this case how would I prioritize traffic witin the EZVPN tunnel?

Iam not sure about EZVPN but in normal IPSec tunnels, the ToS byte on the IP packet gets copied onto the new header being formed so the best way to do QoS is to mark the ToS byte on the previous i/f or Router and match the ToS on the Queuing i/f.
It is worth a try. Let me know whether it works

This is a remote teleworker solution so there is not any router to mark the packets for me. Futhermore, the 831s can not do inbound service policies.

Are you sure you cannot mark on 837 Router ? I mean it is absolutely strange. Have you tried marking > Are you getting any errors when you try to do that
