File download issue

We have a corporate network and when any user tries to download a pdf  file from a specific site i will fail about 95% of the times.The site  is www.mineduc.cl. I've been monitoring the firewall using ASDM and  filtering mi ip address and i got the following:

5    Feb 22 2012    15:21:30    304001             10.120.0.76 Accessed URL 163.247.44.126:/descargar.php?id_doc=201102031230230

6     Feb 22 2012    15:21:30    302014    163.247.44.126    10.120.0.76      Teardown TCP connection 40177209 for outside:163.247.44.126/80 to  inside:10.120.0.76/3371 duration 0:00:00 bytes 185630 Flow closed by  inspection

6    Feb 22 2012    15:21:30    106015    10.120.0.76     163.247.44.126     Deny TCP (no connection) from 10.120.0.76/3371 to  163.247.44.126/80 flags ACK  on interface inside

The ip address 10.120.0.76 is from my  computer and 163.247.44.126 is the remote site's address. I've tested  the connection using my connection from home and it works perfect 100%  of the times so I know it has to be an issue in our firewall.

I'm not the network adminitrator but i'm helping trying to find the solution for this issue. Any help will be apreciated.
