I am doing Reimage according to the instructions https://www.cisco.com/c/en/us/support/docs/security/firepower-1000-series/220642-reimage-a-secure-firewall-threat-defense.html
During the process of loading the image via TFTP server, an error occurs
ARP: Error. Maximum ARP table size reached (4)
ARP failed with failure code 0. TFTP transfer aborted.
What could be the reason?

I cant say I have every come across that error when re-imaging. Unfortunately I do not have an FTD to test on so not sure if the command is available, but have you tried / check on configuring a static ARP entry for the TFTP server?

I solved the problem by connecting ethernet directly to the server
