FTD File policy To block upload \ Download

i need to configure FTD File policy To block uploading Specific Type of files such As Images and PDF, and Block download .EXE Files, i have tried to do it , but its not working properly , i am using FTD2100 and FMC1000 version 6.4.0.9 on Both , after configuring the file policy seems that the policy is working with blocking randomly.

Remember that a file policy can only block files that it detects. Normally this will not include anything that is transported over SSL/TLS unless you also have an SSL decryption policy.

If you are seeing unencrypted file transfers not being blocked, please share a screen shoot of your relevant policy and connection event  details if possible.
