how are blocking cookie and java be applied in real situation?

I saw routers and firewalll having options to block cookie and java.

But is blocking java equal blocking javascript?

bank web using javascript and cookie.

but these options exist, which kind of situation that will use these option and still can use internet?

These are legacy options nobody is using anymore. E.g. "filter java/activex" is a PIX 6 command and "html-content-filter java" is a clientless WebVPN feature which has been deprecated in FTD. Technically "filter java" changes <applet> HTML tag to a comment <!--...> and hence doesn't affect JavaScript.
