A remote engine ID is required when an SNMP version 3 inform is configured. The remote engine ID is used to compute the security digest for authenticating and encrypting packets sent to a user on the remote host.

Router(config)# snmp-server engineID remote 172.16.20.3 80000009030000B064EFE100

The Engine ID will dynamically be created if you do not specify one. I have never created one and if I remember correctly you should not create one, but let the router do it automatically.
