We don't upgrade FTD on a 2100 series using the fxos cli. Instead, we upgrade via the management GUI - Firepower Device Manager (FDM) if it is locally managed or Firewall Management Center (FMC) if is is centrally managed.

It has been erased and it should connect to a new fmc.

If it is totally erased, then you would not have fxos to connect to. You would instead follow the reimage procedure and use the install package (e.g., cisco-ftd-fp2k.7.4.2-172.SPA), not the upgrade package.

I have done that same response
the one I tried was cisco-ftd-fp2k.7.4.2-172.SPA with same result

Did you check "show package" to see what (if any) other images might be present in fxos' file system? We don't normally see them not have sufficient space, but it can happen. But if you did a "factory-reset" from rommon that should have cleared out old images.
If it still fails, Cisco TAC would be best equipped to look at it more closely with you.
