We have two Fpr1120 in our company with the basic license. Which license do I need exactly to operate both firewalls air gapped? In other words, being able to reserve them via PLR.

No. The PLR subscriptions/licenses need to be explicitly pre-approved and provisioned into the Smart Account by Cisco.

@horstG are you using FDM? If so, request a permanent license from the cisco website, switch to PLR Mode and apply the universal license. Reference - https://www.cisco.com/c/en/us/td/docs/security/firepower/70/fdm/fptd-fdm-config-guide-700/fptd-fdm-license.html#id_123878

thanks rob for the quick reply, FDM is right. But after de second step i got following error message:
The Llicenses cannot be reserved because the Virual Account does not contain a sufficient surplus of the following perpetual licenses: Cisco Firepower 1000 Threat Defense Universal License. ??????

In addition to the configuration steps linked by @Rob Ingram , you also need to first get Cisco approval for use and issuance of PLR. This is typically reserved for national security and other government entities using truly air-gapped networks.
