I know that on release 2.2 of the FWSM software traffic between interfaces of the same security level can be allowed using the "same-security-traffic permit inter-interface" command. My question is, is this a new feature in this release, or is there a similar command that will allow same security interface traffic on 1.1(3).

It is a new feature to 2.2.1.
Here's a quote from the release notes:
"Communication between same security level
You can configure interfaces on the same security level to communicate with each other. This feature is off by default, and you can enable or disable this feature on a per context basis. In earlier releases, no communication between interfaces with the same security level was possible.
See the same-security-traffic command."
