local login together with tacacs+ on Cisco cube ISR 4451

we need to login to cisco cube with local user together with tacacs enabled 

we are facing tacacs time out when we use the below command and logging in with the local user

"aaa authentication login default local group TACACS-Group"

instead of the original (aaa authentication login default group TACACS-Group local)

model: ISR 4451 IOS version17.09.06

Kindly advice what could be causing this issue

Do you think it's possible for you to share all your AAA configuration, including your VTY line configuration, and tacacs server configuration? Of course, please censor/snip sensitive details.
