The answer to this issue was to go to (using web management UI) Firewall > Basic Settings ...and then disable RESTCONF & NETCONF (since I didn't them, if you do change the RESTCONF from port 443 to another port number).
You have to add an internal service to map to, I have attached a screen shot, I wish Cisco would stay out of the small business market if they are going to make it so you need a Cisco engineer to perform such basic operations.
