CSCvj18900 - TLS1.0 remains active after using cipher high

Hi, I have a WLC running version 8.5.171.0. After enabling (Cipher-option high) and reloading the WLC i'm still able to connect to the web gui with a browser using TLS 1.1. How can i solve this?
