You have to upgrade your ROMMON first before going to 17.x code. run the command show platform. You need to be at least 16.12 on your ROMMON to upgrade.
I had this problem as well. In my case what ended up being the problem was the DHCP scope was not defined correctly. Verify your DHCP scope is defined on your server and matches the subnet.
