Access the device via console and check the alarms.
There may be many reason why u cannot ping. check if physical connection - Speed & duplex , vlan on switch side , IP default gateway etc.. are correctly configured.

Have you checked the connection statistics on Site B at the same time.
your configuration is to pass-through traffic for port range 44441 -44443. can u paste the config?
