We upgraded FMC and had the same issue where Settings>>ProductUpgrades displayed a 503 error (using chrome)
I was able to review upgrades in edge browser. My solution: delete cookies and close chrome completely, reopen and sign into the FMC.

I was able to do this in the ASDM GUI by typing"crypto key gen rsa mod 2048 noconfirm" and this allowed me to accept/skip the Yes/No Dialogue. I was able to CLI SSH after that.__Wow, that was 14 years ago. Cheers if your still looking.
