hambyg,On the router you can implement route maps utilizing the track command. I believe the track command can transverse 16 hops. The newer IOS's offer this feature.
I got alittle hasty there with my response. I have seen framing mismatches between the Cisco router and the Telco switch. A simple reboot of the router resolves that.
This is definitly a Telco issue. Pound the telco to get a design from them.i.e. is there a mux or repeater in the design? How far is the smartjack from the CO? Have head to head testing done by lec and frame-relay carrier. Definitly a teco issue...
