We also encountered this problem recently because we had to upgrade from 16.12.3a to 17.12.05.As described on the bug page, it is necessary to give the “one-shot” command, so we did:
copy http://IP_ADDRESS/cat9k_lite_iosxe.17.12.05.SPA.bin...
