If you have a loopback plug it will allow telco to test thru the smartjack. Otherwise telco is only testing the first half of the smartjack. Since you have replaced cables and the wic card you should request telco come onsite and clear the demarc. Wh...
In addition to all of great answer provided thus far....Make sure fdl is enable on your controller and request pm's be pulled and you can also request Sprint to have the circuit monitored..say 24 hours.HTH
