There are many instances where Software IOS is showing EOS however still orderable in Cisco DOTS.  How can one determine if it truly is no longer available?

This part is EOS as of 9.29.2023 however still shows Orderable "Y" in Cisco DOTS.  Can this part still be ordered until it shows Orderable "N"? In general, what is the ruling on Cisco DOTS Orderable "Y" or "N" status.
