Cisco just released 46.4.0.34752 to address this issue, testing looks good so far.

I've raised a TAC case and referenced this forum post but haven't had any feedback to suggest it is a known issue at this stage. 

Same issue on 46.4 with our Cisco CP-68xx and CP-88xx deskphones, works fine when rolling back to 46.3
