Thanks. I figured it out not too long after this post. As much as I had convinced myself that I had followed the Eve documentation to the 'T', I missed a crucial step. Once I corrected that, it worked.

I know this is old but did you ever figure out what was wrong? I am having the exact same issue which is weird because I've installed ISE successfully before on eve-ng.
