are you running an 11ac client and AP by any chance. MCS9 2SS 11ac gives you above 300Mbps. MCS9 2SS 11n only gives you the mentioned 54 or 60Mbps http://www.wlanpros.com/mcs-index-802-11n-802-11ac-chart-3/

older thread. but still. The WLC uses the first DHCP message from a client to build a client list for mobility. Then drops the first packet. When the client sends the second DHCP discover it gets forwarded. But this causes a delay in DHCP assignment....

no expert on the coverage hole detection algorithm. But if there is a client issue, I would assume this happens at multiple locations (assuming more than one client - and the clients do CCX). Mutliple locations would mean more APs. If it is just one ...
