Thank you alemabrahao,Last week I openend a ticket indeed for this issue.I did discover, it works 1 time. But once you make a change/update on the Contacts policy the password will not be delivered to the device anymore.
Thank you Vassallon for your response, I missed it.I did not have an Enrollment Redirect URL.In the end it I did a nother full factory reset (with the Apple configurator) of the device and then it worked.
