You're true, all implementations of STP in cisco (mstp, pvst, rapid-pvst) are "per-vlan stp".you can't use RSTP with PVST (or other). one of the reasons it that RSTP runs in one vlan.for MSTP and PVST+ take a look here:http://blog.ine.com/2010/02/22...
