Most likely you are hitting the bug CSCuy96961.
Here is the workaround:
Add the following eem to both CSR configuration and reboot the router. This should be fixed in IOS-XE 16.3.

Hi Tony, Video conferencing is not formally supported in G2 PVDM3, and in recent IOS, the related video conferencing commands have been removed as well to avoid confusion. Thanks,Fan
