I forgot to add, this is on a totally fresh install. I don't have a single port config, and I wiped nvram since I wanted to double check that it wasn't something persistent that was messing with it.
No SFP inserted, running IOS-XE 17.15.04c (tried downgrading as well to no avail). I have tried manually specifying media-type rj45 and that hasn't worked either.
