Application launcher --after-- connection etablished

Hello, is there a way to launch an application after the connection is etablished? The application i have needs access to the network to work, if its launched starting the connection it cant do anything...Thank you very much.

...Or I could make my application "wait" till there is an internet connection etablished. I just dont know how (its a bat-file).
