Just to inform, i have solved the issue.
1 - Vlan1 removed from PBR as it flows with default route
2 - removed second default route
3 - added transfer network /30 between the L3 and vendor b as PBR did not work for management vlan which was extende...

i cannot use command : set ip default next-hop
my mistake, the SVI on the switch is 10.29.0.2 (10.29.0.1 is an IP on the router).
When i have only default poitning to 10.27.4.1 than PBR does not work and i cannot go thru Vendor B.
When i have both static routes than PBR is quite ok, i mean quit...
