i have fixed the issue, here i had a tftp software running that was already using port 69 that wcs was trying to use, once i removed that software all went well i am now running version 7.0.0230 of wcs

I have uninstalled the old version of wcs and installed the new version and have rebooted my system. it did tell me after it migrated the data that it failed to start wcs

upgrading to an intermediate version worked i upgraded to version 5.2.178, not sure why the release notes for version 7 indicated that i could directly upgrade to version 7 from 5.0.148. thanks for all your help
