Hi Rahul I have noticed this too. I also have a ISR4321 running identical code and license and "no mop enabled" works on this device. But not on the ISR4351. ISR4351 is different hardware platform. Is that the difference??

I believe I have the same (or very similar) issue.
Server A connected with 10GB NICs in LACP to Nexus9000 C9372PX
Server B connected with 1GB NICs in LACP to N2K-C2232TM-E-10GE
Both servers running Red Hat Linux
File transfer from 1Gb to 10GB ...
The source packet 10.128.2.226 comes in from VLAN817 NetworkServices and should be routed out VLAN777 TestLDAP.VLAN192 is not involved in this flow.Why do you think it is?ThanksSenan
