If you still want to allow user interaction, but not have the flag visible by default - just remove the shortcut from start-programs-startup folder. That way clients can still access the agent console through start-programs-cisco security agent.
I'm not sure what you mean by "rebuild CSA", but if you are trying to access the CSA management console from a remote pc, the url would be https://192.168.1.100:1742
